Commodity Intelligence Report
As of August 17, estimated surface-soil moisture was less than 5 millimeters in almost every region of Russia's winter-grain zone.  Winter grains need very little moisture to germinate, as little as 2 millimetes by some estimates, but need an additional 15 millimeters within the next two weeks in order to become successfully established.
