The high losses for the 2003/04 crop are attributed chiefly to a persistent ice crust that formed in the soil, smothering winter crops.  Fall drought was responsible for the majority of losses for 2012/13, and losses for 2010/11 resulted from a combination of fall drought, January frost, and localized ice crusting.
